What is BillMax?

BillMax is a billing/provisioning system. The intended use of BillMax is to bill and manage customers who pay a recurring or usage fee for access to Services. BillMax may be used to bill customers for Services, to Provision Services, or both.

Provisioning is enabling or disabling customer access to a Service. Provisioning may be accomplished automatically through electronic means. BillMax will need to be configured to Provision Services if the desire is to have BillMax do the Provisioning automatically.

The terms Suspended, Closed, Open as relating to Services mean that BillMax has changed the Service state to Suspended, Closed or Open. Whether or not Service delivery is Suspended (temporarily blocked), Closed (terminated), or Open (active) will depend on whether the automation of Provisioning has been integrated with BillMax.

Strengths of BillMax. 

  1. Subscription Based Billing - Bill for Services delivered over a period of time.

    Example 1.1. Services that might be delivered over a period of time

    • Monthly, quarterly or yearly dialup/broadband Internet access delivered by an Internet Service Provider (ISP).

    • Daily wireless Internet access delivered by a Wireless Internet Service Provider (WISP).

    • Weekly Internet access delivered by condominium.

    • Newsletters delivered electronically or by post.

    • Web hosting services.

    • Cable services.

    • Voice Over IP (VOIP) services.


  2. Usage Based Billing - Bill for items that are counted.

    Example 1.2. Example items that may be counted for billing purposes

    • Disk space used.

    • Amount of data transferred.

    • Amount of online time.

    • Number of widgets used.


  3. Service delivery based on business rules - Services may be delivered or denied based on business rules.

    Example 1.3. Allow customer access to services when:

    • Customer registers.

    • Customer pays for service.


    Example 1.4. Deny customer access to services when:

    • Customer fails to pay on time.

    • Customer violates Acceptable Use Policy.


  4. Scalable - BillMax can bill thousands to hundreds of thousands of customers. BillMax has benchmarked a simulation of 500000 customers on a 500MHz machine with 256 MB RAM.
